Description: The Community Baseline Survey was developed to better understand how Youth at Risk and State Strengthening community and county sites' personnel are using computer technology, and their needs and attitudes in regard to their technology use. This survey addressed three areas of technology: Electronic Connectivity (i.e., e-mail, World Wide Web), the five National Networks (Child Care, Collaboration, Decisions for Health, Family Resiliency, and Science and Technology), and CYFERNet.
